The City Government of Balanga has taken a significant step in promoting and protecting human rights that aims to set a model for other local government units (LGUs) as it enacts a “landmark” ordinance.
Entitled, “An Ordinance Declaring The Rights and Responsibilities of Individuals, Groups, and Organs of Society To Promote and Protect Universally Recognized Human Rights and Fundamental Freedom in the City of Balanga, Bataan,” the ordinance underscores the responsibility of the city and its barangays (villages) to promote and protect human rights and fundamental freedom.
Said Ordinance recognizes the pivotal role of individuals, groups and associations in fostering respect for and knowledge of these rights at both the barangay and city levels.
“Importantly, the ordinance prohibits discrimination, including distinctions based on race, color, sex, language, religion, political or other opinions, national or social origin, property, birth, or other status,” said Atty. Bong Tuazon, secretary to the Sangguniang Panlungsod.
In enacting the said Ordinance, Balanga reaffirms its commitment to the principles outlined in the Universal Declaration of Human Rights (UDHR) and the International Covenants on Human Rights.
